WHY THIS APPROACH?
BECAUSE... American Leaders Do Not Understand VARIATION...
Variation is defined as: a change or difference in condition, amount, or level, typically with certain limits.. a different or distinct form or version of something.
System Variation is defined as: Inevitable change in the output or result of a system (process) because all systems vary over time. Two major types of variations are (1) Common, which is inherent in a system, and (2) Special, which is caused by changes in the circumstances or environment.

- Structural variation
Though manufacturing groups and service providers strive for an ideal situation, they usually do not achieve this goal. Therefore, stakeholders almost always experience some variation from the perfect situations they envision. Reducing the variation stakeholders experience is the key to quality and continuous improvement.
According to the law of variation as defined in the statistical process control fundamental text, Statistical Quality Control Handbook:
SO... according to the above, Defunding the POLICE is TAMPERING with the system and should not be done... what should be done would be to collect data on the system so that the system could be understood and areas identified that cause the variation to occur. Then, systematically and gradually REMOVE THE VARIATION from the system thereby creating a system that works for the community, the police, and the law.
I have worked with SYSTEM VARIATION from 1990 until 2005 and reduced the variation in systems found in the following industries: Manufacturing, Military, Service, Hospitality, Healthcare, Government, Automotive, Education, Law Enforcement, and Publishing and Printing...
Removing the variation works in ANY INDUSTRY and ANY ORGANIZATION...
